I've never heard of being able to block any one person in particular. I think you would have to set your blog to private- then you would have to individually add each and every person whom you wanted to be allowed to view your blog.
I don't think you can other than making your blog private. I had an issue at one point too with being stalked online. I ended up abandoning that blog and making a new one that had NO identifying info on it.
